Abstract: Universities, as training and research institutions, are required to implement actions and policies aimed at ensuring gender equality and at removing obstacles that prevent the full personal and professional fulfilment of men and women. To this end, the Gender  Responsive Budgeting is the fundamental tool to pursue the objectives of equality. But more than a document, it is an articulated process that requires a significant involvement of the governance of the University, through a path of institutionalization of the approach to the gender issues.

The volume presents the results of the second gender report of the  University Federico II of Naples, drawn up according to the Conference of Rectors of Italian Universities Guidelines. In addition to the context analysis, which allows to highlight  strengths and critical issues of the University with respect to gender equality, the document illustrates the level of integration of the gender perspective in the University's strategic documents, the network of bodies responsible for gender issues and the repertoire of actions implemented in the previous five years. The gender analysis of economic and financial commitments, carried out through the reclassification of the budget, has also made it possible to explore in detail the resources expressly allocated to the equality objectives, identifying the areas in which greatest investments are needed. The document also includes a preliminary gender analysis of student opinion questionnaires, which can be used as a useful tool to provide insights into the definition of positive actions for the student population.

The picture  that emerges from the proposed analysis is of a University that has embarked on a serious path of institutionalization of the gender budget process, attested by the commitment to promote inclusive cultural and organizational processes aimed at concretely pursuing equality objectives in training, research and work.

Author Biographies

Antonella Liccardo, University of Naples Federico II

Antonella Liccardo-Delegate of the Rector of the University of Naples for the Gender Responsive Budgeting (GB), and coordinator of the GB Working Group.  She also coordinated the GB Working Group of the Conference of Rectors of Italian Universities (CRUI), drafting the Guidelines for the GB of Italian Universities. In the CRUI context, she is currently involved in  comparative analysis of the GB of the Italian Universities, in training and support  to universities for the realization of the GB, as well as in the periodic revisions of the Guidelines. She is member of the Gender observatory on the university and research of Federico II University, coordinating the area of Gender Statistics.

Carla Camerlingo, University of Naples Federico II

Carla Camerlingo-Executive, Head of the Organization and Development Distribution,  Delegate of the General Director for the Gender Budgeting. She is responsible for the definition and introduction of performance objectives in the University's policy documents aimed at effectively combating gender inequalities and sexual discrimination in the Federician University Community.

Anna Lisa Amodeo, University of Naples Federico II

Anna Lisa Amodeo-Scientific Director of the Antidiscrimination and Differences Culture Section of the Sinapsi Center of the University Federico II. She deals with the prevention of individual and social risk, with particular reference to issues related to sexual and gender stigma, combating violence, discrimination and homophobic, gender and sexist prevarications, coordinating different national and international projects.

Claudia Caruso, University of Naples Federico II

Claudia Caruso-Head of the Support Office at the Evaluation Unit, she deals with the results of the detection of students' opinions under a gender perspective.

Antonio Cotticelli, University of Naples Federico II

Antonio Cotticelli-Data Warehousing Office Delegate,  he deals with collection, analysis and processing of statistical data.

Francesca Galgano , University of Naples Federico II
